Truth be told, he is actually a detective which is close to a police officer. His name is Naoto Shirogane, though I have to say he really looks feminine and similar to the P3 MC but this isn't the first time Atlus recycled character designs so I highly doubt it's the P3 MC

I don't think theres a band name its probably Composed By Shoji Meguro and sung by Yumi Kawamura since she sung the opening of persona 3 and Shoji Meguro was the composer of persona 3
